央视新闻12月25日消息，父母没有双亡，但家庭没有能力或没有意愿抚养的儿童，均属于“事实无人抚养儿童”，即通常所说的事实孤儿。据不完全统计，事实孤儿在全国有50万名左右。因名义上父、母尚在，事实孤儿难以获得与孤儿相同的保障，为解决这一困境，在多部门的联合推动下，相关国家政策逐步出台，从2020年1月1日开始，全国所有事实孤儿将全面纳入保障范围。

According to incomplete statistics, in fact there are about 500,000 orphans in the country. Because the nominal father and mother are still there, the fact that orphans cannot obtain the same guarantees as orphans. To solve this dilemma, with the joint promotion of multiple departments, relevant national policies have been gradually introduced. Starting from January 1, 2020, all nationwide De facto orphans will be fully covered.
